I used alot of smudge tool for it to look somewhat smooth, I haven't been using it a lot so this was super experimental for me aha

for the glow I just used an airbrush starting off with the color light blue and dark blue for the edges on a glow dodge layer! it looks a bit unpolished but that's because I rushed it a bit

edit: for the fine particles on the hair, I used a custom brush in clip studio paint that was designed to make realistic pantyhose highlights but I liked the texture so I decided to use it for the hair instead lolol
